The overarching ability to organize, manage, and develop personnel within the organization and acquire outside expertise to develop the organization's capabilities and skill sets. The management of personnel with the authority to hire and fire and reassign individuals based on skills, personality, and the ability to work well with others. The capacity to provide training to augment individual skill sets. Team interactions and participation are key to project planning and creating team synergy along with team commitment to the project.
